Library Faculty Assembly (LFA) Special Meeting

November 21, 2:00 – 3:00, Watson 503A

Agenda

Discuss the attached recommended Article II Code change reducing LFA Exec membership from seven to five. See attachment for recommended Code changes.

Present

  • LFA Exec officials: Betsaida Reyes (LFA Chair), Erin Wolfe (LFA Secretary)
  • 14 LFA members are required to meet a quorum.
  • 23 LFA members are present, including two (2) attending via Zoom. (see attached)

Minutes

Betsaida provided a brief background including the rationale for the change. This change was proposed during FY 2018-19 and has moved around different through different discussions and committees. This FY, a concerted effort has been made to put this to ballot.

The original ballot included Options 1 and 2 on the attached sheet.

General discussion around the wording of the two options, including complications around if required ranks are not specified, a concern that applies to both options.

Re: Option 2: According to Robert’s Rules of Order, Secretary is a position that must be elected. Discussion ensues.

LFA Code trumps Robert’s Rules, but this specific change would require additional changes to the code which may need to be reviewed prior to acceptance.

Proposal was made to create a third option that mirrors Option 1, but includes six (6) members instead of 5. Keep existing language, but eliminate the Member at Large. This text has been added to the included attachment.

Motion was seconded.

Proposal was made to close debate and was approved.

Motion was made to vote to accept Option 3, and seconded. Affirmative vote was unanimous, and the motion has passed.

University of Kansas Libraries Code of Governance, lines 201-04, current wording (bullet points omitted):

  1. LFA Executive Committee.
  2. Elected Membership. The LFA Executive Committee consists of seven members: LFA 202 officers (Chair, Vice-Chair/Chair-Elect, and Secretary), three library faculty on full-time 203 appointments, one from each of the three equivalent ranks, and one member-at-large, 204 all to be elected by LFA members eligible to vote.

616 Nominating And Ballot Committee

Option 1:

Lines 201-04 shall be amended to read:

Elected Membership. The LFA Executive Committee shall consist of five (5) members. Three (3) members shall be the LFA members holding the positions of the Chair, Vice Chair/Chair-Elect and Secretary. Two (2) members shall be library faculty members on full-time appointments.

The LFA Executive Committee shall include LFA members that represent the ranks of Assistant Librarian, Associate Librarian, and Full Librarian.

Option 2:

Lines 201-04 shall be amended to read:

Elected Membership. The LFA Executive Committee shall consist of five (5) members. Two (2) members shall be elected as the Chair and Vice Chair/Chair-Elect. Three (3) members shall be library faculty members on full-time appointments. The LFA Executive Committee shall include LFA members that represent the ranks of Assistant Librarian, Associate Librarian, and Full Librarian. The Chair shall appoint one of the three (3) members of the LFA Executive Committee as secretary.

Line 152-54 shall be amended to read:
