Question from LFSA: Can someone serve on more than one library governance committee at the same time?

Sherri pointed to Article II Section III of the Codes and Bylaws, “No member holds more than one LFA office at a time under ordinary circumstances and cannot be re-elected to the same office without two years intervening.”

Sherri interpreted that this passage means that no officer may be elected officer of another committee at the same time, but that an individual can be a non-officer member of more than one committee.

Natalie agreed. The phrase “Terms of Office” was considered to imply officership, not merely membership.

Sherri also pointed to Article II Section V, Committee on Promotion and Tenure, “No library faculty may serve simultaneously on LCPT and the University Committee on Promotion and Tenure” which would preclude library faculty from serving on the Library’s promotion and tenure committee at the same time as the university committee on promotion and tenure, but does not apply to the question of serving on more than one library governance committee at a time. The same is found in the Restrictions on Membership for SLPTR.

The question was considered inapplicable to LSA since LSA has no standing committees.

In Article IV Section III, the Code states that LFSA officers may not hold “more than one office on the LFSA Executive Committee at a time.” This was interpreted that an officer on the LFSA Executive Committee cannot simultaneously hold another office on the LFSA Executive Committee but may be a member on other committees in LFSA, LSA, or LFA. For example, the president of the LFSA Executive Committee may not also be simultaneously the secretary of the LFSA Executive Committee but may simultaneously be a member of another governance committee.

Sherri and Natalie agreed that an individual can have membership on multiple governance committees at a time but cannot be an officer on multiple committees at a time.

Angie Rathmel was brought up as an example of someone who will potentially have membership on more than one governance committee, as she will serve on the LFA executive committee beginning in July 2018 and may remain on the Salaries and Benefits Committee, which is an LFSA committee. We interpreted no conflict with her serving on both since: 1) she will not be an officer in LFA executive (which is restricted to Chair, Vice Chair/Chair-Elect, and Secretary); and 2) Salaries and Benefits is an LFSA committee NOT an LFA committee.

It was discussed whether the Codes and Bylaws Committee should write up a recommendation for LFSA based on this interpretation. Sherri will write up the interpretation in this case and send to Marla as the LFSA representative to the committee on the code.

The Codes and Bylaws Committee final report was prepared by Sherri in advance of the meeting and then reviewed and approved by Sherri and Natalie during the meeting.
